Why do storage devices show less capacity than advertised?

Manufacturers use SI (1 GB = 1,000,000,000 bytes) but operating systems use IEC binary (1 GiB = 1,073,741,824 bytes). A 1 TB drive = ~931 GiB as shown by your OS.
